England Penalty Shoot Outs
- The first time England experienced a penalty shootout was during the 1990 World Cup semi-final against Germany. These tense situations, officially called "kicks from the penalty mark," are governed by rule 10 of the game, set by the International Football Association Board (IFAB). Shootouts are used in competitions where a decisive outcome must be determined on the same day. The concept of penalty shootouts was introduced at a major tournament during the 1976 European Championship. Before their implementation, drawn knockout matches typically resulted in replays a few days later. England had first-hand experience of this during the 1958 World Cup when they lost a playoff to USSR after finishing equal on points after the group stage.
Loss or draw?
We have consciously chosen to classify matches that go to penalty shootouts as draws. While this decision may be perceived by some as a cynical attempt to soften the blow of England's historic struggles in shootouts, we acknowledge that this is likely a factor. However, it's worth highlighting that England's penalty-taking prowess has improved in recent years, indicating a shift in their fortunes.
The winner of a shootout advances to the next round or is crowned champions, while the loser receives nothing. Considering the exhaustive effort both teams put forth during 120 minutes of play before the uncertain outcome of penalties, we believe acknowledging a draw honours the efforts of both sides. It recognizes the intense battle that unfolded on the pitch, where neither team could be separated after two grueling hours of play.

You could argue, as Beckham does, that the state of the penalty spot is terrible but it's the same for everyone. In truth a poor penalty.

- Calmly rolls the ball into the bottom left corner. Ricardo, like James' on the last kick, dives to his left.

Darius Vassell
- Vassell did not look so confident and produces the worst penalty of the night, and I'm including the two over the top, scuffing the ball to give Ricardo a comfortable height to his left. Oddly, Ricardo had taken his gloves off.

- Nuno Valente was almost to the penalty area as the designated seventh kicker but Ricardo sends him back. His blood is up and he wants to finish it himself. Perfect penalty into the bottom side-netting. James has no chance.

- Again, low and to the right of the keeper, who guesses correctly and gets his finger tips to it to divert it wide of the post. It is possible the ball would have either hit the post or gone wide anyway but Robinson's fingertips make sure.

- A reasonable height to the keeper's left. Ricardo, again, guesses correctly and it's a comfortable save. Not a good penalty.

- Similar to Gerrard's penalty but the other side. If Robinson had guessed correctly it would have been a simple save but he dances on his line and takes a step to his left and just watches it go past him.

Jamie Carragher
- Carragher steps up and places the ball to Ricardo's left. The goalkeeper doesn't move with his arms stretched wide. Apparently the referee hadn't blown his whistle so a re-take is required. This time Carragher second guesses himself and tries to place it to the keeper's left. It's an awful penalty and easy for Ricardo to save via the crossbar.
